The specifics and features of systems using AI arise due to the possibility of individual systems with a high degree of autonomy to independently form a decision-making algorithm simultaneously with the development of such a decision, which distinguishes them from most currently existing systems with a fixed, pre-described algorithm of functioning. At the same time, this property allows in some cases to use AI systems with success in areas where previously only a person could act. With impressive opportunities to make complex calculations based on large-dimensional data, not all tasks of the AI system are able to obtain results that correspond to human abilities, especially in matters where a person acts on the basis of life experience, upbringing, norms, rules and traditions accepted in society. The computational process (computational logic) of systems and a poor-quality set of source data can cause unfair, biased decisions. It should be noted, however, that with a careful approach to the design, configuration and control of the system at all life cycles, the properties of biased and incorrect calculations can be minimized or eliminated. Thus, the identified problems put into practice the task of developing specific mechanisms for assessing (monitoring), measuring and regulating AI.
Currently, there is an explosive growth in the practical application of technologies identified as artificial intelligence (AI) in a wide variety of economic fields. In this regard, the activities of governments, international organizations, transnational corporations, as well as civil society to formulate global norms and rules in the development, implementation and use of AI technologies have intensified. Due to the unprecedented possibilities of AI systems’ influence on human rights and their significant difference from traditional information systems, the consequences of the adopted rules will have a global and, probably, permanent transformative character for both the economy and society.
The global volume of investments in artificial intelligence (AI) in the field of medicine has been growing for the sixth year in a row. Even the long period of the pandemic did not prevent this. According to experts, Russia also has good competitive products in this area, but, alas, there are too few of them yet.
