The State Program of the Russian Federation “Development of Healthcare”
On December 26, 2017 by the Decree of the Government of the Russian Federation No. 1640, the State Program of the Russian Federation entitled “Development of Healthcare” was approved.
The goals of the State Program are aimed at reducing by 2024:
- mortality of the working-age population down to 350 cases per 100 thousand population;
- mortality from diseases of the circulatory system down to 450 cases per 100 thousand population;
- mortality from neoplasms, including malignant, down to 185 cases per 100 thousand population;
- infant mortality down to 4.5 cases per 1 thousand live births.
The deadline for the completion of the implementation of the State Program has been changed from 2025 to 2024 in accordance with the deadline for the completion of the implementation of the national project “Healthcare”. This change was approved by the Decree of the Government of the Russian Federation No. 2211-r dated October 13, 2018 “On Amendments to the List of State programs of the Russian Federation”.

The National Project “Healthcare” (hereinafter referred to as the National Project) is included in the design part of the pilot State Program.
The structure of the National Project reflects 8 federal projects in the form of structural elements, the AILab team focuses its efforts on one of these projects, namely: “Development of a Network of National Medical Research Centers and the Introduction of Innovative Medical Technologies”.
By the Order of the Ministry of Health of the Russian Federation No. 42 dated 02/01/2019. A departmental target program entitled “Development of Fundamental, Translational and Personalized Medicine” was approved with a period of implementation from 2019 to 2024 in order to implement the State Program of the Russian Federation “Development of Healthcare”, namely:
- Development of innovative methods and means of prevention, diagnosis and treatment with the provision of intellectual property rights protection based on patents for an invention, utility model or industrial design;
- Formation and maintenance of the National Radiation and Epidemiological Register, and the introduction of new forms in the register records;
- Implementation of projects with respect to healthcare facilities using the mechanism of public-private partnership and the conclusion of concession agreements and agreements on public-private partnership.
